REPRESENTATIVES OF THE TURKISH NUCLEAR REGULATORY AUTHORITY MADE A WORKING VISIT TO SAINT PETERSBURG

October, 2020, Saint Petersburg, Russia. – Officials of the Turkish Nuclear Regulatory Authority (NDK) held inspections at the Akkuyu NPP equipment manufacturing plants and took part in a coordination meeting held by AKKUYU NUCLEAR JSC on the subject of the regulator's inspection activities.

 

NDK delegation led by the head of the Supervision Department Yusuf Ceylan visited the plants manufacturing equipment components for the Akkuyu NPP — OMZ-Special Steels LLC and Izhorskiye Zavody PJSC (Kolpino, Leningrad Region). The NDK delegation was accompanied by representatives of the Inspection Technical Support Organization, a partnership of the NÜTED company making part of the NDK structure (which provides consulting, technical support, analysis, supervision, training and certification services to the regulator) and the Turkish Standards Institute.

 

An extended coordination meeting was held in St. Petersburg, where, in addition to NDK inspectors, representatives of AKKUYU NUCLEAR JSC, the main contractor for the construction of Akkuyu NPP — the joint venture TITAN2 IC İÇTAS İNŞAAT ANONİM ŞİRKETİ, equipment manufacturers and a number of other companies involved in the construction of Turkey's first nuclear power plant took part.

 

The meeting participants discussed the procedure for appointing permanent inspectors at manufacturing plants, possible options for carrying out inspection activities in the event of introduction of stricter anti-epidemic measures in the Russian Federation and Turkey, procedures for eliminating non-conformances based on the regulator's comments and the processes for sending notifications about inspection activities, , and. The parties agreed to create a communication matrix that would minimize the loss of time in the process of communication between NDK, AKKUYU NUCLEAR JSC, equipment suppliers and manufacturers, as well as technical support organizations that perform compliance assessment procedures.

 

Following the meeting, Alexey Frolov, Managing Director for GR and International Cooperation of AKKUYU NUCLEAR JSC, noted: "In the context of the COVID-19 pandemic, the schedule of inspection activities has been adjusted and inspections continue as planned. Yet it should be emphasized that the regulator's inspection activities are ongoing on a continuous basis. Since 2019, NDK permanent representatives have been working at all production sites where the main equipment and workpieces for the Akkuyu NPP are being manufactured — in Volgodonsk, Petrozavodsk, and Leningrad and Moscow regions. AKKUYU NUCLEAR JSC, through constant dialogue with the Authority, carefully monitors compliance with applicable standards at enterprises, development and implementation of quality plans within the equipment manufacturing process".

 

Yusuf Ceylan, head of the Supervision Department, assessed the results of the inspection and coordination meeting: “Compliance with the principles of nuclear safety is a common task for all the parties of the project. It is a matter of critical importance for equipment manufacturers to operate in accordance with the requirements established by the Nuclear Regulatory Authority, as well as national and international standards. The subject of inspection activities carried out by our Authority and independent inspection organizations accredited by the NDK is precisely the compliance of such requirements and standards. We are taking all necessary measures to ensure that the hard conditions of the pandemic do not affect the course of inspection and supervision activities of the regulatory body.”
